FIELD: astronautics.SUBSTANCE: invention relates to multipurpose space systems based on multisatellite networks of low-orbiting spacecrafts and intended for solving global communication and monitoring tasks. Technical result of proposed technical solution is achieved by the fact that low-orbital cluster of spacecraft includes clusters of multispectral optical monitoring, radio monitoring, radar ranging, ionosphere monitoring, as well as air-clusters consisting of atmospheric satellites and unmanned aerial vehicles. Messages between subscribers are transmitted via inter-satellite radio and laser communication channels along the shortest route.EFFECT: high efficiency of the system, high stability of the system owing to its versatility and multiple connectivity, high technical and economic characteristics of the system.9 cl, 9 dwg
