According to the present invention, a coiled steel plate is wound in a circular shape to form a pipe body and an inner and a second pipe are coupled to form a double pipe after manufacturing each of the first pipe and the second pipe, and has an effect of preventing damage to an external impact by filling the filling material in a space between the inner and the second pipe to greatly improve a strength.
