The present invention provides injection or eye drop solution in which indirubin is solubilized using glacial acetic acid and polyoxy-35-castor oil and a method for producing the same. The producing method includes: a step of extracting indirubin using glacial acetic acid from Indigo pulverata levis; a step of diluting the glacial acetic acid and precipitating indirubin from the glacial acetic acid; a step of dissolving the indirubin by mixing glacial acetic acid and polyoxy-35-castor oil in the precipitated indirubin; and a step of adding amino acid and purified water to the indirubin and forming a formulation. By the above, the injection or eye drop solution in which indirubin is solubilized can be obtained using glacial acetic acid and polyoxy-35-castor oil to maintain the uniformity of a formulation, has no stimulus on a human body, and prevents reprecipitation by a temperature when indirubin with low solubility to water and ethanol is solubilized in glacial acetic acid and administered to a human body.
