The present invention relates to a composition for preventing or treating arthritis, comprising a fermented Achyranthes extract compound, wherein the fermented Achyranthes extract compound includes fermented Achyranthes extracts fermented with a novel strain of Lactobacillus plantarum, SKB1234 (accession number: KCCM12450P), Angelica extracts, and Eucommia extracts, having an effect of alleviating arthritis. The compound is highly effective in cartilage formation and inflammation inhibition in joint cells or in an arthritis-induced animal model, and thus can be easily used as various pharmaceutical compositions or functional health foods effective in preventing, alleviating, or treating osteoarthritis or rheumarthritis.
