The present invention relates to a device for connecting an arc-cut type cable clamp with a high-speed switching lifting function, capable of simplifying a structure and securing operational stability, and a non-power failure indirect live wire power distribution method using the same. According to the present invention, the device comprises: an extra-high voltage power line clamp (100); front and rear support brackets (200, 200′); a cable clamp connection member (300); a winch (400) controlling traction of a construction cable through winding and unwinding of an insulated traction belt (441) via a belt guide roll (210) and a belt appearing/disappearing hole (221); a hollow lock cable clamp (500); and a cable clamp restriction unit (600) controlling electric connection operation and restriction of the hollow lock cable clamp (500) connected to the cable clamp connection member (300) when the hollow lock cable clamp (500) is lifted.
