The present invention relates to a high efficiency water oxidation catalyst, a method for manufacturing the same, and a photoelectrode. More specifically, the present invention relates to: a catalyst comprising a cobalt-substituted polyoxometalates-derived CoWO_4 phase; a method for manufacturing the same; and a photoelectrode comprising the same. The present invention can provide the photoelectrode with improved electrochemical and photoelectrochemical water oxidation efficiency.
