Although a conventional rotating circular plate contact tank is operating in a south area where the temperature in winter is relatively warm due to the problem of a temperature decrease in winter, the tank is still dealing with a temperature decrease by installing a lid on the top due to a temperature decrease in winter. However, a rotating circular plate contact disc rotates in a state in which two thirds of the same is exposed to atmosphere, microorganisms attached to the disc are deteriorated in activity or killed due to a decrease in temperature to be eliminated from the disc and thus, normal treatment efficiency is difficult to be achieved. The present invention relates to a rotating circular plate contact method (RBC) which is a treatment process of sewage and wastewater. Due to a temperature decrease during the winter of the RBC process, microorganisms attached and grown on the rotating circular plate contact disc in summer are killed and thus, sewage and wastewater are not treated. Therefore, the present invention relates to technology for maintaining the water temperature of the rotating circular plate contact tank in winter to be at 13°C or more at which microorganisms can grow. More specifically, the technology of the present invention induces denitrification and maintains the optimum temperature in winter by installing a heating device to introduce some of inflow raw water to the rotating circular plate contact tank and internally returning some of discharged water of the rotating circular plate contact tank to a front end in order to remove nitrogen and maintain the temperature.
