In other words, the present invention relates to an aging solution for wood-cultivated ginseng, or a cosmetic composition includes the aging solution as an active ingredient for regenerating skin, preventing or removing skin wrinkles, preventing or removing skin aging, relieving skin inflammation, or improving skin lightening; and to a manufacturing method thereof. Therefore, the manufacturing method for an aging solution for wood-cultivated ginseng can avoid destruction of active ingredients in wood-cultivated ginseng as much as possible by mixing minerals and saccharide in wood-cultivated ginseng, aging, and extracting the same, and can provide the cosmetic composition for regenerating skin, preventing or removing skin wrinkles, preventing or removing skin aging, relieving skin inflammation, or improving skin lightening by enhancing activities of an enzyme contained in the wood-cultivated ginseng.
