According to an embodiment of the present invention, a system for collecting unpaid parking fees in a public parking lot comprises: cameras which are individually provided in public parking lots in a management area managed by a non-payment management server, photograph the license plates of vehicles entering the public parking lots, and transmit captured images of the license plates of the vehicles to public parking lot management terminals; the public parking lot management terminals which are individually provided in the public parking lots in the management area, transmit the images of the license plates of the vehicles, entering the public parking lots, to the non-payment management server, and output a non-payment warning alarm when receiving a non-payment vehicle notification from the non-payment management server for vehicles entering the public parking lots; and the non-payment management server which extracts the license numbers from the images of the license plates of the vehicles, determines whether the extracted license numbers of the vehicles are those of vehicles that have not paid parking fees in any of the public parking lots in the management area, and for the vehicle that have not paid parking fees, notifies the public parking lot management terminals provided in the public parking lots of that the entering vehicles are non-payment vehicles. Therefore, the system can efficiently charge vehicles having unpaid parking fees for unpaid fees.
