According to the present invention, disclosed are a safety starting stop device for a vehicle and a method thereof. A safety starting device for the vehicle of the present invention includes: a starting switch for turning on/off an engine; an auxiliary engine stop switch for stopping starting; a control unit which receives the state of the starting switch and the state of the auxiliary engine stop switch and outputs an engine stop signal when both the starting switch and the auxiliary engine stop switch are off; and an output unit which outputs the engine stop signal outputted from the control unit to an ECU.;COPYRIGHT KIPO 2020
