The present invention relates to an apparatus for preventing children and the elderly from being neglected in a vehicle based on environment information. More specifically, the apparatus includes: a sensor part measuring environment information of the interior of a vehicle through sensors including at least one among a human body detection sensor, a carbon dioxide sensor, a temperature sensor and a humidity sensor; a negligence determination part determining whether there is a person neglected in the vehicle based on the environment information measured through the sensor part; a control part controlling the vehicle based on a control value created by the negligence determination part; a vehicle controller part controlling the vehicle by controlling modules in the vehicle based on the control value transmitted from the control part; and a communication part transmitting the environment information and a negligence information alarm to at least one mobile communication terminal among a protector terminal and a manager terminal when the vehicle controller part is actuated.;COPYRIGHT KIPO 2020
