The present invention relates to an eco-friendly buoy consisting of a foamed molded article containing an air bag, and a method of manufacturing the same. More specifically, a synthetic resin such as EPP and EPS is foamed to have a cavity in the inner diameter to maintain a buoy shape, and an air bag is inserted into the cavity and injected with air so, even when the foamed molded article breaks, the buoy does not lose buoyancy, and the outer diameter includes a cylindrical coating member reinforced with coating. The buoy, which is formed by any one of foaming, injection, and blower molding, and has a fastening groove unit (13) formed on the outer diameter, comprises: a foamed molded article (10) which has a bag space (11) formed in the center of the inner diameter, has a side space (12) formed on both sides of the bag space (11), and forms a cylindrical shape when folded by half; an air bag (30) which is inserted into the bag space (11) and the side space (12) through an insertion hole (14) formed in a portion of the foamed molded article (10), has a structure composed of five layers, and is injected with air through an air injection hole (36) to adjust buoyancy; and a cylindrical coating member (20) which laterally secures a lateral cover (21) on both sides while coating the outer diameter of the foamed molded article (10), and is welded at a joint with the lateral cover (21) by a lateral welded portion (22).
