Disclosed is a reverse electrowetting energy harvesting device which comprises: a dielectric material layer having a panel shape molded of a dielectric material, having an upper end located to be higher than a lower end, allowing a liquid droplet to flow from the upper end to the lower end along an upper surface, generating dielectric polarization inside by the flow of the liquid droplet, and sequentially bent and extended from the upper end toward the lower end to allow a speed at which the liquid droplet flows to be sequentially changed; and an electrode layer formed of a plurality of electrodes coupled to a lower surface of the dielectric material layer, having the electrodes disposed to be spaced along a direction from the upper end toward the lower end, and having each electrode exhibiting polarity by the dielectric polarization of the dielectric material layer.
