The present invention relates to a catalyst for producing carbon monoxide and hydrogen using methane and steam, which are biogases, and a reactor including the same. More specifically, the present invention relates to a catalyst that adds an electric field to the surface of the catalyst or catalyst support to prevent carbon deposition occurring on the catalyst surface by a reaction at high temperatures, and a reactor including the same.
