According to an embodiment of the present invention, a network switching apparatus comprises: a communication unit; an information collection unit which collects information on a network state from information received through the communication unit; a marking reference calculation unit for calculating a marking criterion based on the information received through the communication unit if it is determined that the network state has changed based on the collected information; and a marking performing unit for performing marking which indicates network congestion on at least a part of packets received through the communication unit based on the calculated marking criterion.
