Disclosed are a method for measuring video quality based on cognition sensitive region and a device thereof. The video quality can be measured based on the cognition sensitive region and change in the cognition sensitive region. The cognition sensitive region includes a spatial cognition sensitive region, a temporal cognition sensitive region, and a spatio-temporal cognition sensitive region. A cognitive weighting can be applied to the detected cognition sensitive region and the detected change in the cognition sensitive region.
