The present invention relates to a method for manufacturing an electrode for a super capacitor including crumpled graphene and an electrode for a super capacitor manufactured thereby, more specifically, in which a two dimensional graphene oxide solution is injected into a reducer solution including a halogen element by a spray method, so an infinitesimal amount of the two dimensional graphene solution going out through a spray nozzle is dispersed into the reducer solution including the halogen element to differently reduce particles in a rapid time in the solution, thereby causing contraction due to increase of hydrophobicity in an aqueous solution such that three dimensionally crumpled graphene particles can be mass-produced. Therefore, the present invention can solve a decrease of electrical and mechanical properties due to cohesion and stacking having occurred in a conventional two dimensional graphene manufacturing process. In addition, the present invention mixes the three dimensionally crumpled graphene particles, manufactured by the above mentioned method, with carbon nanotube and xanthan gum at a proper composition ratio to solve a problem having occurred in a conventional electrode due to a large volume and a three dimensional shape of the crumpled graphene.
