Curing on a substrate as well as a flow control system comprising a binder, a sag control agent, and a thermosetting film-forming composition comprising less than 5.0% by weight of a melamine-based component based on the total weight of resin solids in the film-forming composition. A method of forming a coated coating, and a substrate comprising the cured coating layer are described.
