The present invention relates to a manufacturing method of civil construction basic materials using inorganic sludge and combustion materials and, more specifically to a manufacturing method of civil construction basic materials using inorganic sludge and combustion materials which improves processing efficiency due to recycling by solving a problem of sintering inhibition caused by low melting point metal or plastic materials contained in recycled raw materials when sintering recycled raw materials such the inorganic sludge and the combustion materials in a recycling process.
