The present invention relates to a water and sewage non-excavation total repair apparatus and method using a reverse curing method. A reinforcement tube is initially hardened by repeating a process of recovering waste steam inside the reinforcement tube to a steam recovery line connected to a condensate circulation device for an hour while supplying steam by connecting a first steam line connected to a boiler to a steam hose installed inside the reinforcement tube. The steam supplied to the steam hose is converted and then condensate inside the reinforcement tube is stored in a condensate circulator through a condensate recovery line through the steam hose. A second steam line is formed between the steam recovery line connected to an inverter and the first steam line so that the steam is secondly supplied to the inside of the inverter for an hour so that the reinforcement tube can be quickly cured.
