According to the present invention, a broadcast transmission system for transmitting a target advertisement policy generates target advertisement policy information including advertisement type combination information for at least one advertisement slot where an advertisement is reproduced and priority information between individual advertisement types and transmits the same through a broadcast network. Target advertisement metadata having information on the target advertisement can be transmitted through the broadcast network or through a communication network connected to a receiver. Depending on the type of advertisement, the target advertisement content can also be transmitted in a form of a file through the broadcast network and can be provided in a download/streaming method through the communication network. Therefore, the present invention combines various target advertisement types in a target advertisement section so as to provide various target advertisement services.
