The present invention relates to a dispenser having two discharging modes. According to an embodiment of the present invention, the dispenser has a first discharging mode for continuously discharging a fluid and a second discharging mode for intermittently discharging the fluid, and comprises an outer cylinder, an outer plunger, an inner cylinder, an inner plunger, a first valve, and a second valve. The outer cylinder is formed in a cylindrical shape lengthily extended in one direction; and includes an outlet unit having an outlet provided on an end unit of one side and discharging the fluid, and an inlet unit as an opening unit provided on an end unit of the other side. The outer plunger is inserted into the outer cylinder through the inlet unit to reciprocate, is moved by external force of a user, and includes a storing chamber for storing the fluid therein. The inner cylinder is provided in an inner space of the outer cylinder, is arranged between the outlet and the outer plunger, is capable of forming a variable chamber for storing the fluid in the outlet side of an inner space of the external cylinder by being connected to the movement of the outer plunger, and includes a passage unit transmitting the fluid to the outlet side from the storing chamber side. The inner plunger moves together with the outer plunger by being fixed to the outer plunger, is inserted into the inner cylinder to reciprocate, and supplies the fluid to the passage unit by the movement of the outer plunger. The first valve is provided in the inner plunger and selectively shields fluid discharge from the storing chamber. The second valve is provided in the outlet of the outer cylinder and selectively shields the fluid discharge from the outer cylinder.
