The present invention relates to a closed circulation type waste drying device based on exhaust gas, capable of reducing energy, and to a fuel generation method therethrough. The closed circulation type waste drying device based on exhaust gas of the present invention comprises: a hopper into which a fuel base material is injected; a drying assembly for drying an introduced waste; a condensing assembly; a fuel generator for generating a fuel; a dust reducer for reducing dust generated from the fuel generator; and a discharge valve for controlling discharge of a dried waste.
