The present invention relates to a fishing tool for cultivating a non-adherent shellfish, and a cultivation method using the same. The fishing tool for cultivating a non-adherent shellfish comprises: a container body formed with a cultivation space having an open upper side covered by a sanitary net to accommodate a non-adherent shellfish in a state of filling a plurality of balls at a lower portion thereof; a drain formed at the lower portion of the container body; and a plurality of rope fixing holds provided on an outer surface of the container body to connect an underwater rope to place the container body under sea water. According to the present invention, a cultivation fishing tool stacked and installed in multiple stages is hung on the underwater rope to be drifted in the sea water so as to easily introduce the cultivation fishing tool into a water depth most suitable for non-adherent shellfish cultivation. Also, an optimal breeding environment is provided to remarkably increase the yield of the excellent non-adherent shellfish. In addition, a multi-stage stacking type structure is applied, such that the cultivation fishing tool is easily manufactured and installed and foreign competition in an aspect of costs can be secured. Furthermore, attachment of heterogeneous organisms or foreign substances is maximally suppressed to reduce costs required for maintenance of a cultivation device, and a large amount of non-adherent shellfish per unit area can be safely cultivated. Moreover, the practicality required for cultivation of the non-adherent shellfish, such as simultaneous production of various sizes of the non-adherent shellfish from a young shellfish to a grown shellfish, can be maximized even with one cultivation device.
