The present invention is to provide an apparatus and a method for generating a movement route based on an arrival time from a current location to a destination. The apparatus comprises: an interface unit which displays an information input screen to a user so as to receive setting information including time information and theme information; a map storage unit which stores a plurality of map information and theme information, and provides corresponding map information and theme information based on the current location of an object in response to the setting information input from the interface unit; an object location detection unit for detecting the current location of the object according to the setting information of the user which is input from the interface unit; a route time calculation unit which calculates an arrival time for movement to a set theme location set by receiving the current location of the object and the map information and the theme information based on the setting information received by the interface unit; a map layer generation unit for generating at least one map layer for each of the calculated arrival times based on the received setting information when the setting information is received from the interface unit; and a route processing unit for generating a time-based movement route map by stacking at least one map layer generated for each arrival time based on the setting information received through the interface unit.;COPYRIGHT KIPO 2020
