The system has a measuring device for measuring a vehicle speed, and a processor device for calculating an expected arrival time or travel time such that an average speed is determined based on a lagging time period, a lagging exclusion time period is determined based on the average speed, and another average speed is determined based on the lagging time period. An exclusion time period is not considered or is lightly considered than other time periods. The expected arrival time or travel time is determined based on the latter average speed.
