A treatment device is mounted in a treatment tank by a vibration-proof damper to be constructed to sufficiently withstand an earthquake. A non-point pollution reduction facility can be safely used by preventing damage to the non-point pollution reduction facility even if an earthquake occurs. Also, a gate is mounted on an inlet pipe and is controlled to treat only initial rainwater in which non-point pollution is mostly caused to lower fatigue of the non-point pollution reduction facility and prevent degradation of the performance of components to allow stable use for a long period of time. A screen is arranged on a lower portion of the treatment device to be inclined to filter out foreign substances treated by the treatment device. Filtered foreign substances can be easily discharged to the outside from a capturing space. Therefore, a sludge discharge means can be prevented from being blocked by large foreign substances or the like, and filtered foreign substances can be easily discharged to easily and conveniently carry out maintenance and repair.
