FIELD: construction.;SUBSTANCE: invention relates to production of bituminous binders which can be used in road construction. Binder contains in wt%: deep oxidized tar 45–55; oil dispersing agent 4.5–9.0; rubber crumbs 0.5–1.0; elemental sulfur 0.02–0.05, SBS polymer 0–3.0; straight-run tar to 100. Obtained binder for road surfaces has low brittleness temperature, high softening temperature, extensibility, elasticity and resistance to aging.;EFFECT: use of low-cost and accessible components in the composition ensures profitability of its production and enables to significantly expand the raw material base.;1 cl, 1 tbl
