The present invention provides a high elastic asphalt binder. The high elastic asphalt binder is to prevent pavement from being damaged due to a crack in an existing pavement or damage, by having a high elastic stress absorption layer between rigid pavement and an asphalt overlap layer when an asphalt mixture overlaying method for maintenance of the rigidity pavement is applied. Also, the high elastic asphalt binder is to provide resistance to a reflection crack from a lower layer, stress relaxation from the upper part, and elastic recovery. Polybutene and/or polyisobutene, diethyl hexyl phthalate (DOP) and/or diethyl hexyl adipate, polybutadiene rubber, and vinyl terminated butadiene acrylonitrile (VTBN) and/or carboxyl terminated butadiene acrylonitrile (CTBN) are applied to an asphalt additive composed of naphthene process oil, vegetable oil, mineral oil, an organic vulcanization accelerator, and an asphalt modifier having a thermoplastic elastomer as a main ingredient. So, the high elastic asphalt binder for reflection cracking control and stress relaxation is provided.
