Electrical steel contains a substrate from sheet steel, a layer of coating A, located on sheet steel, and layer of coating B, located on a layer of coating A. Coating layer A is a ceramic coating and contains oxide in amount of less than 30 wt%. Coating layer B is an insulation coating which imparts tension and contains an oxide.
