The present invention relates to a method of manufacturing a protective agent for a chemical agent containing a high content of zirconium hydroxide particles modified with an aqueous zirconia sol. In addition, the present invention relates to a chemical agent protective fiber produced by the above manufacturing method and an article comprising the same. By improving the zirconium hydroxide surface with a zirconia aqueous sol by the present invention to improve the dispersibility and adhesion to the fibers, it is possible to prepare a chemical agent protective fiber in which zirconium hydroxide particles are contained in a high content in fibers, especially hydrophilic fibers.
