ON THE ORGANIZATION OF THE HELPING ACTIVITIES FOR THE HANDICAPPED : Some Suggestions Concerning to the Basic Organization of Each Prefecture in Japan

In this thesis, the author discusses the fundamental problem concerning the organization of the helping activities for the handicapped, particularly those of the local selfgoverning bodies, that is, the prefectures. In Japan, public and private srvieces to help handicapped have been controlled under such bureaus as educational, social welfare, labor and justice ministries. Divided among several bureaus this service to the handicapped tends to lack integration and consistency. Such fragmentation of administrations in aiding the handicapped hinders progress in the actual application of this program. The purpose of the service for the handicapped is to improve their better social adjustment, in order to achieve this goal, each prefecture needs to consider how to improve its services so that its program is actually tied closely to present social conditions. The following are the author's suggestions to the prefectures: 1. To further integration and promote consistency, each service activity should be organized into a team activity. 2. Such organized team activity should function flexibly as a soccer team not like in a relay race 3. This team must have a central organ called, for example, The Center for The Handicapped. This organ will coordinate the work as a strong soccer team has a good game-maker in order to promote good teamwork. 4. The Center for The Handicapped must have four fundamental functions as follows: A. Consultation…… To accurately gather all the problems concerning to the handicapped. B. Diagnosis…… To analize the problems of the handicapped and his environment through medical, psychological, educational and sociological methods. C. Evaluation…… To program for the better social adjustment on the basis of the above data. D. Study…… To collect all useful data in order to improve the functions of A, B and C.
