Don't Worry, We’ll Save You! - A critical discourse analysis of the DFID policy in Rwanda

Social dynamics depend on the use of language. Therefore, when exploring therelationships between states in the system of development assistance, it is important toconsider their discourses. Their analysis contributes to the understanding of why theychoose certain strategies, engage in partnerships or support certain regimes, and revelsdifferences and coherences between the discourse at a general level and the countrylevel. This project studies the case of a major development agency, the DepartmentFor International Development (DFID) of the United Kingdom and its role inRwanda, a country that until recently used to be remembered for the 1994 genocide,and today is Africa’s poster child thanks to the its controversial leader Paul Kagame.The analysis of the DFID’s discourses for general policy and Rwanda evidence adiscrepancy that is rooted in the approach that the Rwandan president has taken todemocracy and freedom of speech, and its clash with the DFID’s general discourse ofliberal democracy.
