Action Plan to Improve Access to Immunization Services. Report of the Interagency Committee on Immunization.

The Plan is being written at a time when the Nation's immunization programs are at a crossroads. On the one hand, there is cause for optimism based on the potential of emerging biotechnology to improve existing vaccines and develop new ones; on the other hand, there is reason for substantial concern since our primary health care delivery system is now encountering difficulties reaching all the nation's children. In many areas they continue to experience diminished health status, particularly in our most vulnerable populations-the very young, the elderly and lower socio-economic groups-who face increased risks for vaccine-preventable disease. The goals and objectives set forth in the Plan provide a substantive response to these diverse needs by focusing on more interactive relationships between the nation's health, income, housing, educational, and nutritional programs. However, if the authors are to be successful in effecting the changes needed to improve the nation's immunization system, all societal institutions (Federal, State and local government, the private sector, the medical community and families) must make a renewed commitment and accept a shared responsibility to achieve these goals.
