The document contains the proceedings of a public hearing on matters surroundingthe transmission of HIV through the blood supply. The committee has three basic goals: to describe the events that led up to the transmission of HIV through the blood supply; to analyze the decisions that those in positions of responsibility took to try to ensure the public safety; and to recommend steps to improve policies and decision making so that in the future we can avoid the situation that occurred in the mid-1980s with HIV. The report includes the testimony of over 50 people.
