This planning guide was developed by the National Information and Referral (I&R)Support Center to help State Units on Aging to enhance their leadership roles in system development to improve the quality of Older Americans Act Information and Referral systems and services. It provides the necessary framework upon which to assess the quality, quantity and comprehensiveness of I&R systems. It should serve as an evaluation and planning instrument that will assist in mapping out continuing improvements in I&R systems and service development, delivery, and monitoring.
