System to Monitor Performance of Community-Based Long Term Care. Final Report

The project developed and tested a Performance and Quality System (PAQS) toimprove the delivery of services to frail, low income and otherwise disadvantaged elderly. Measurement systems such as PaQA are important so that AAAs and providers can learn from successes, correct weaknesses and ultimately improve services. PaQS was developed in response to problems that have long been identified in assuring the quality of home and community-based long term care. Through the project, a PaQS was developed for each of the following five services: Personal Care, Chore, Adult Day Care, Home Delivered Meals, and Care Management. The goal of PaQS is to provide a mechanism for monitoring the performance of service providers receiving funding from AAA 1-B. PaQS starts with performance standards and consumer evaluations of quality as the minimum expectations for service delivery, and then uses these standards and opinions as a basis for articulating benchmarks-the highest realistic expectations of quality service.
