The report evaluates the principal economic and fiscal models and methods in useto finance High Speed Rail and Magnetic Levitation transportation systems completed and under development in western and eastern Europe. The study also develops a profile of the historic development, the current efforts and future plans for expansion of HSR systems across Europe. A specific focus examines the methods of public, quasi private-public and private joint ventures used to develop these systems across the various nations of Europe.
