Impact of Medicaid on Children's Health Service Use and Expenditures: 1987National Medical Expenditure Survey

Part of a major study of the effect of the changes in the Early and periodicScreening, Diagnosis, and Treatment (EPSDT) Program introduced in 1990. Analyses of enrollment patterns, service utilization, and expenditures, with a particular emphasis on preventive health service use, compare Medicaid-enrolled children in four EPSDT programs with those Medicaid-enrolled children not receiving EPDST services. The report presents the results of several analyses of the 1987 National Medical Expenditure Survey (NMES) Household Survey data, including: (1) an analysis of preventive care visits made by Medicaid children vs. privately insured and uninsured children in the U.S., by income level; (2) an analysis of the settings of care for different types of outpatient visits among children by health insurance status and family income level; and (3) an analysis of total health care expenditures for children by level of care and health insurance coverage. American Academy of Pediatrics' recommended periodicity schedules were used to calculate participation (at least one visit among those recommended to have had at least one visit) and visit rates (percent of total recommended visits children actually had). All groups of children in the U.S. received many fewer preventive care visits than recommended by the AAP.
