National Institute of Environmental Health Sciences Administered Its Superfund Appropriations during Fiscal Year 2013 in Accordance with Federal Requirements.

The Comprehensive Environmental Response, Compensation, and Liability Act of 1980 (CERCLA) (42 U.S.C. SC 9601 et seq) established the Hazardous Substance Response Trust Fund, which is commonly known as the Superfund. The National Institute of Environmental Health Sciences (the Institute) receives an annual Superfund appropriation to carry out functions mandated by the CERCLA. The CERCLA requires the Inspector General of a Federal organization with Superfund responsibilities to audit all uses of the fund in the prior fiscal year (42 U.S.C. 9611(k)). To meet this requirement, the U.S. Department of Health and Human Services (HHS), Office of Inspector General (OIG) conducts an annual audit of the Institutes use of its Superfund appropriations. Our objective was to determine whether the Institute administered its Superfund appropriations during fiscal year (FY) 2013 in accordance with applicable Federal requirements.
