The objective of the Senior Housing Ombudsman Program (SHOP) was to assist frailand aging seniors living in, or wanting to live, in federally assisted housing to maintain an independent living arrangement longer than would otherwise be possible by improving the quality and suitability of their housing situation. Through service components including intervention, advocacy, counseling and referral assistance, service delivery coordination, and ombudsman activities, SHOP worked toward achieving this end. S.H.O.P. was administered by a 'Coalition for Improved Resident Services' of four local organizations. Program objectives were (1) to assist senior residents to retain their independent living arrangements as long as practical; (2) to perform outreach activities to the low-income senior residents; (3) to improve the quality and suitability of housing for elderly residents through coordination of needed support services and intervention; (4) to advocate the promotion and protection of the rights of older persons; (5) to disseminate information regarding the project results, findings and products; (6) to have one source responsible for compilation and dissemination of information; (7) to continue activities after federal funding is exhausted.
