Housing Ombudsman Program Final Report: Evaluation of Effectiveness. Implicationsfor Future Research, Practice and Policy

The purpose of this report is to summarize the process and the impacts of theConnecticut Housing Ombudsman Program (CTHOP), discuss its implications in terms of future research, practice, and policy, and make recommendations based on its experience. Section II sets a context for understanding the classic and long-term care ombudsman concepts and issues in applying these concepts to senior housing. It also highlights CTHOP activities. Section III describes the evaluation's methodological approach. Sections IV and V discuss the findings of the impact and process analysis, two components of the evaluation. Section VI offers recommendations for those who wish to develop a housing ombudsman program. Section VII summarizes the report.
