This report examines the evolution of benefit availability is UnemploymentInsurance (UI) programs. The focus is regular UI, the program that pays up to 26 weeks of benefits to eligible individuals. A major objective of the report is to document changes in the U.S. labor market that may have adversely affected access to UI benefits.
