This report examines the Section 8 project-based rental assistance program,211u001eparticularly (1) the categories and amounts of unexpended rental assistance funds 211u001eand (2) the effectiveness of HUD's processes to evaluate unexpended Section 8 211u001eproject-based balances, ensure they do not reach unreasonable levels and are 211u001espent in a timely manner, and take unexpended balances into account when 211u001edetermining funding needs as part of HUD's budget process.
