NOTECHS: Non-Technical Skill Evaluation in JAR-FCL

Upon a request from the JAA-Project Advisory Group on Human Factors, NLR, DLR,211u001eIMASSA and the University of Aberdeen conducted a study into possible ways to 211u001eevaluate non-technical skills of multi-pilot aircrew. The request was made in the 211u001elight of the new requirements in JAR-FCL and JAR-OPS that make such an evaluation 211u001emandatory. The project, named NOTECHS, was executed between March 1997 and March 211u001e1998, and resulted in a descriptive framework for non-technical skills. The 211u001eproject result includes guidelines on how to use the framework in the check 211u001esituations referred to in JAR-FCL. The proposed assessment method incorporates 211u001esafeguards that should prevent misuse or arbitrariness of the evaluation. A 211u001eformal validation of the proposed method was not possible within the NOTECHS 211u001eproject. The European Union JAR-TEL project will, building on the NOTECHS 211u001eresults, extend its application to JAR-OPS and test the robustness of the method 211u001eproposed here.
