This Circular provides guidance regarding the Coast Guard's policy on ensuring211u001emaritime safety during the year 2000 (Y2K) date change. The Coast Guard has 211u001eestablished temporary regulations that require owners and operators of certain 211u001evessels and marine facilities to report Year 2000 (Y2K) preparedness information 211u001evia the submission of questionnaires. The responses in the questionnaires will 211u001ehelp Captains of the Port (COTPs) and Officers in Charge, Marine Inspection 211u001e(OCMIs) assess vessel and marine facility preparedness for potential Y2K-related 211u001emalfunctions of equipment and systems. The policy described in this circular has 211u001ebeen based in large part of the existing legal and regulatory authority assigned 211u001eto individual COTPs.
