This report describes the Arctic Monitoring and Assessent Program (AMAP)211u001eestablished under the Arctic Environmental Protection Strategy; outlines the 211u001esignificant discussions held during the twelfth meeting of the AMAP Working Group 211u001e(AMAP XII) held in Helsinki, Finland, December 7-9, 1998; and concludes with 211u001eobservations and suggestions to the Marine Mammal Commission concerning the role 211u001eof the United States and of the Commission with regard to AMAP and the Arctic 211u001eCouncil.
