Debates surrounding the reauthorization of welfare reform legislation have involved some discussion regarding outcomes for TANF recipients with physical or mental impairments. To inform this discussion, GAO was asked to report on (1) whether recipients with impairments were as likely to exit TANF as their counterparts without impairments and (2) the sources of income reported by leavers with and without impairments. To obtain this information, GAO analyzed selfreported data for the most recent years available from the Census Bureau's Survey of Income and Program Participation (SIPP) -- a national survey of households that includes questions about TANF status and functional impairments.
