The purpose of this circular is to provide guidance regarding the implementation of the revisions to Annex II of the International Convention for Prevention of Pollution from Ships, 1973, as modified by the Protocol of 1978 relating thereto (MARPOL), and the International Code for the Construction and Equipment of Ships Carrying Dangerous Chemicals in Bulk (IBC Code) which go into force on January 1, 2007.
