Research on Proposition 13: Report from Two Workshops

Representatives of the social science research community discuss the research areas and the research frameworks that might be most valuable in analyzing the fiscal limitations movement with primary attention to California's Proposition 13. The report calls for investigation of the overall impact of California's revenue collection system on the voting population, organizational consequences of Proposition 13, and the social basis of anti-tax and anti-government sentiment. It lists four potential kinds of change that require analysis and raises questions concerning the economic impact of Proposition 13 on the private sector. It presents a national and international perspective on trends in fiscal limitations measures.
